Social Security Disability Benefits for Memory and Learning Problems

It is possible to obtain Social Security Disability/Supplemental Security Income (SSD/SSI) benefits for autism, mental retardation and organic injuries to brain. You must provide the correct medical evidence with your application, however. In addition, you must prove that the condition prevents the applicant from working in any substantial gainful activity.

Mental Retardation and Autism

Mental retardation as defined by the Social Security Administration (SSA) is significantly subaverage general intellectual functioning. To be eligible for SSD/SSI benefits, an individual must meet one of the following criteria:

  • A valid verbal performance, or IQ of 59 or less
  • A valid verbal performance, or IQ of 60 to 70, and a physical or other mental impairment resulting in at least two of the following: a restriction of daily activities; difficulty maintaining social functions; trouble maintaining concentration, persistence or pace; or extended periods of decompensation

Autistic disorder qualifies for SSD or SSI benefits if it causes markedly restricted social functioning, difficulty communicating, repetitive behaviors, and repeated, extended periods of decompensation. You must provide medical documentation of these symptoms and their severity.

Organic Brain Injuries

Organic brain injuries result in psychological or behavioral abnormalities caused by brain dysfunction. Medical evidence must show a patient history and physical exam or lab tests that determine the organic factor associated with these abnormalities and the loss of the patient's functional skills. The SSA has specific levels of severity required for cognitive and emotional changes, including:

  • Short-term, intermediate and long-term memory impairment
  • Hallucinations or delusions
  • Personality changes and mood disturbances
  • Emotional outbursts
  • Loss of at least 15 IQ points

These symptoms must cause significant restriction in daily activities, social functioning and concentration.
